Study Tour in Italy for Jordanian Government Leaders

The Study Tour represented a unique opportunity for the Jordanian officials to gain valuable knowledge and advance their leadership skills, learn about international best practices in Public Administration, exchange know-how, and network with their Italian counterpart institutions.

The European Public Law Organization (EPLO) and the Italian National School of Administration (SNA) jointly organized a Study Tour in Italy for a delegation of Jordanian Government Leaders from March 22 to 28, 2026, in the framework of the project “Support to Public Administration Reform in Jordan”, which is funded by the Italian Ministry of Foreign Affairs and International Cooperation (MAECI) through the Italian Agency for Development Cooperation (AICS).

The project provides targeted technical assistance to the Jordanian Institute of Public Administration (IPA), the national institution responsible for training Civil Servants in the country. The initiative, which started in May 2025 and has a duration of 30 months, strategically contributes to the advancement of Jordan’s Public Sector Modernization Roadmap by directly supporting the implementation of its Human Resources and Government Services Pillars.

The Study Tour marked the culmination of the “Government Leadership Program” of the Hashemite Kingdom of Jordan, a key initiative of the Public Sector Modernization Roadmap which aims to prepare a new generation of Government Leaders for the country. The program was designed and implemented by the Institute of Public Administration with the support of the project, and included over 300 hours of training delivered to 20 participants including 11 women.

The Jordanian Leaders delegation appointed to attend the Study Tour comprised 16 high-level officials, directors and managers from different Ministries and Public Administrations in Jordan, and was led by the Director General of the IPA H.E. Siham Alkhawaldeh.

The Jordanian Leaders participated in training workshops at the SNA Training Center in Caserta and the SNA Headquarters in Rome, leveraging Italian expertise on priority topics of the Leadership Program such as Strategic Foresight in the Public Administration, Leadership Competencies and Skills, Use of Artificial Intelligence by Public Servants, Digitalization in the Public Administration, and Communication with the Press.

To foster further exchange and mutual knowledge, the Jordanian delegation took part in meetings and visits to selected Italian Government institutions. These included the Italian Ministry of Foreign Affairs and International Cooperation, the National School of Administration, and the Italian National Cybersecurity Agency. The Jordanian participants also held a wide-ranging discussion on strategic leadership with Prof. Giuliano Amato, former Prime Minister of Italy.
